I cheesed both Amon fights with zap guns. 0's damage scaling is quite bad lmao. It's the inverse of 3 where you barely did any damage. In 0 you do way to much damage.

In Yakuza 2, I cheesed I think it was final Goda with three shotguns.

Weapons have always been very poorly balanced in Yakuza. I remember Game Faqs threads back in 2011 where people would get mad at other players for weapon scumming story mode fights in Yakuza 4 lol.
